Understanding the new digital mandate

The UAE Ministry of Finance is implementing a decentralized E-Billing system (likely Peppol-based) where businesses exchange invoices electronically in a structured format (XML) that is automatically reported to the tax authority.

The initial reporting phase is expected to roll out for large entities in 2025, with broader mandatory application expected from July 2026 onwards. Deadlines are subject to Ministry announcements.
